Transportation being the largest source of pollution in the Washington, the WA CFS program aims at reducing greenhouse gas emissions from this sector by incentivizing the production of low-carbon fuels.

The goal is to gradually reduce the carbon intensity of transportation fuels to 20% below 2017 levels by 2034. Cleaner fuels with carbon intensity less than the standard, generate credits while the ones with higher carbon intensity generate deficits. Producers generating deficits, must buy enough credits to meet the annual targets. Improving the efficiency of fuel-producing processes, producing low-carbon fuels, and blending low-carbon fuels are the other ways that allow suppliers to meet the reduction requirements.
