Brazil’s MMA Discloses Partial Results of CDM Projects Transition to Paris Agreement Credit Mechanism

Brazil’s Ministry of Environment and Climate Change (MMA) has announced the initial approvals for transitioning historical carbon offset projects into the new global carbon market framework. The Ministry of Environment and Climate Change (MMA) has made public the partial result of the approval process for the transition of Projects and Programs from the Clean Development Mechanism (CDM) to the Paris Agreement Credit Mechanism (PACM). By the established deadline, 80 proponents had submitted the required documentation, completing the process of analyzing the transition of their respective projects and programs, all with a decision in favor of the transition. In all, there were 96 requests. The UNFCCC has enabled the transition of CDM Projects and Programmes to the new mechanism, through a process that includes the expression of consent from the host country of the activities. Ordinance GM/MMA 1,479/25 established the procedures for analyzing transition requests submitted by project and program participants. As a final step in this process, the signing of a declaration of compliance with the environmental, social and labor legislation in force in the country was requested. It is possible to make a request for reconsideration of the partial result, by any interested party, regardless of a manifestation in favor of or against the transition. After completing this stage, the list of Projects and Activity Programs will be forwarded to the UNFCCC for further processing. Projects and activity programs that are not on the list still have pendences related to the submission of the declaration of conformity. For these cases, the deadline for submitting the Declaration was extended until May 8, 2026.
