The purpose of Washington Cap-and-Invest Rulemaking is to make improvements to the implementation of the Cap-and-Invest Program, facilitate the linkage of Washington’s carbon market with the California-Québec carbon market, as well as make other necessary updates. Ecology is considering amendments to the Climate Commitment Act Program rule (Chapter 173-446 WAC) and the Reporting of Emissions of Greenhouse Gases rule (Chapter 173-441 WAC).

Draft Rule Language Now Available
An updated draft of the rule language, specific to electricity imports and centralized electricity markets (WAC 173-441-124), is now posted on the Cap-and-Invest Program Updates and Linkage rulemaking webpage and available for your review.

Public Workshop
Ecology will host a public workshop on the draft rule language on May 5, 2026 from 9:00 a.m. to 12:00 p.m PST. This workshop will be an opportunity to ask technical questions and share input related to the draft rule language. Workshop materials will be posted on May 4, 2026 to the Cap-and-Invest rulemaking webpage. A recording of the workshop will be posted on the rulemaking webpage following the meeting.
