Washington State has passed HB 2077, a bill that imposes a tax on the sale and holding of zero-emission vehicle (ZEV) credits, directly affecting Tesla, which generates significant credit surpluses. The bill introduces a 2% tax on ZEV credit sales and a 10% tax on banked credits based on market value. Lawmakers argue the measure is intended to prevent excessive profit from the credit system and to level the playing field for automakers transitioning to electric vehicles. The bill awaits Governor Bob Ferguson’s decision, with broader implications for other states following California’s ZEV standards.
