The Oregon Department of Environmental Quality’s Zero-Emissions Rebates for Oregon Fleets, or ZERO Fleet Rebate, Program established a limit on the amount of funding available to Class 3 vehicle rebates. The funding cap for Class 3 rebates is 12% of the total funding allotment, which comes to a little over $2 million. Once this percentage is fully committed, new Class 3 rebate applications will no longer be accepted. This approach allows the agency to respond to market demand while preserving funding across vehicle classes, consistent with ZERO Fleet Rebate goals to reduce emissions from all classes of medium- and heavy-duty diesel trucks. The ZERO Fleet Rebate Program supports the purchase of zero-emissions medium- and heavy-duty vehicles. It has seen strong early demand from businesses and fleets across the state. The program offers $17 million in rebates for the purchase or lease of medium- and heavy-duty zero-emissions vehicles in GVWR Classes 2b through 8. It aims to reduce emissions from one of Oregon’s highest-polluting transportation sectors. Since the program launched in December 2025, DEQ has seen particularly high demand for Class 3 vehicles. While this strong interest is encouraging, the agency is working to ensure rebate funding supports emissions reductions across the full range of eligible vehicles, including higher-emitting vehicle classes, therefore providing greater emissions benefits.
