cCarbon’s 2023 Autumn CCO update introduced a longer forecast horizon (2040) and explored a variety of scenarios for Quebec’s use of offsets. Now that we have clarity from Quebec’s regulators that their current offset program will wind down by 2030, we can build scenarios with greater certainty, offering the clearest view of tensions and prices for both DEBs and Non-DEBs.
