cCarbon hosted a webinar on April 21, 2026, providing a deep dive into the evolving global policy landscape for Carbon Dioxide Removal (CDR) as governments and standards bodies moved from broad ambition to concrete rules, incentives, and compliance pathways. The session unpacked the latest developments across key jurisdictions and emerging international standards. It examined how these frameworks were shaping demand, supply, certification, and market access, while highlighting the opportunities and risks they created for project developers, investors, and buyers. The discussion also explored how businesses could navigate policy uncertainty, assess regulatory exposure, and align their strategies with the next phase of carbon removal market growth.

The webinar offered insights into how evolving policy frameworks were accelerating the carbon removal market and what they meant for participation, investment, and long-term scale.

Europe Policy Manager, Carbon Capture at Clean Air Task Force

Codie Rossi is Europe Policy Manager for Carbon Capture at Clean Air Task Force (CATF), an international climate organisation, where he leads works on the intersection between public policy and technology on carbon capture, removal, and storage across Europe. Prior to joining CATF, he worked on climate policy with the Global Center on Adaptation and the Irish Government. He is a member of the European Commission’s Expert Group on Carbon Removals and holds a Master of Public Policy from University College Dublin.

 

Erin Burns

Carbon180 is a new breed of climate NGO on a mission to reverse two centuries of carbon emissions. As an executive director, Erin is shaping the organization’s strategic direction while growing the organization’s influence in both policy and the carbon removal field. Previously, she worked in the Senate alongside Manchin, handling energy, environment, labor, and agricultural issues, including staffing for the Energy and Natural Resources Committee and the Public Lands Subcommittee. She also worked at Third Way, a DC-based think tank, managing carbon capture and removal, innovation, and clean energy.

A native of West Virginia, she has worked on the coal community transition. Erin sits on the board serving as the Board Chair of Good Energy Collective and serves as an advisor to University of Michigan’s Global CO2 Initiative. She is also an advisor to CRSI and Absolute Climate, and the co-chair of the new carbon economy consortium. She holds a bachelor’s degree in cultural anthropology from Carnegie Mellon University.

 

PJ Partington

PJ Partington leads federal CDR policy under Canada’s Carbon Management Strategy, working closely with partners across government.

Prior to joining Natural Resources Canada’s Office of Energy R&D, PJ worked on carbon markets and climate strategy for the Government of Ontario and the Pembina Institute.

 

Pedro Martins Barata

Associate Vice President, Carbon Markets and Private Sector Decarbonization at EDF (Environmental Defense Fund)

Pedro Martins Barata

Pedro Martins Barata is Associate Vice President for Carbon Markets & Private Sector Decarbonization at the Environmental Defense Fund (EDF), with nearly 30 years of global experience in shaping emissions trading systems and carbon market policies. As a former UN carbon market negotiator under the Kyoto Protocol and Board member of the Integrity Council for the Voluntary Carbon Market (IC-VCM), he brings deep technical expertise in Article 6, carbon credit quality, and private-sector decarbonization.

Pedro has led EDF’s efforts to design and strengthen both compliance and voluntary carbon markets worldwide, advising governments and multilateral institutions including the EU, World Bank, OECD, and UNFCCC. Armed with an MSc in Environmental Policy from the London School of Economics, Pedro is internationally recognized for his leadership in building robust, high-integrity carbon markets.
