Washington Post-HB1975 Program Outlook 2027

Washington’s cap and invest program is due for more changes after the passing of WA House Bill 1975, which lowers the program’s price ceiling to $80 for the year 2026 and 2027. In this webinar cCarbon will provide an updated outlook for the rest of the first compliance period, discussing the impact of the price ceiling as well as additional guidance on APCR allocation and price levels.

Affordability has taken center stage in both California and Washington, and the price outlook for cap and invest will have a direct bearing on linkage conversations as well as secondary effects on other emerging carbon pricing schemes in the US, such as the planned New York cap and invest program.

Join us to hear thoughts on:

  • Price outlook for the cap and invest program in light of a lowered ceiling price
  • Impacts of APCR supply allocation for compliance period 2 and beyond
  • Linkage expectations
  • State of WA covered emissions and sector-specific supply/demand outlooks in the context of other programs in the state such as the clean fuel standard and the clean energy transformation act.
