The Washington Department of Ecology (Ecology) is beginning rulemaking to cover certain electricity importers from centralized electricity markets under the cap-and-invest program. The purpose of these updates is to identify and establish compliance obligations for entities importing electricity to Washington State from centralized electricity markets.
