This report estimates California and Quebec covered emissions under the Western Climate Initiative’s (WCI) cap-and-trade program for the years 2021 and 2022. As both economies awake from the forced slumber imposed by the pandemic, we chart out their production data that has the clearest linkage to key sectors & emissions and provide our outlook for 2021 with our short-term forecast for 2022.
